Some 60 workers employed on the Chi Cheemaun ferry and dock workers, have been without a contract since the end of 2007.
Union spokesperson Jim Given says the key issue in the dispute is wages.
The company put two offers on the table which basically called for wage increases based on the cost of living.
Both offers were turned down.
Given says although the workers are frustrated at the pace of talks they decided against a strike and voted to seek voluntary arbitration.
An application has gone to the Ministry of Labour for an arbitrator to be appointed.
No date or location has been set for arbitration talks to be held.
Given says salaries average $16 to $22 dollars an hour.
