Kincardine may move to a full user pay waste management system.
Public works manager Jim O’Rourke says right now Kincardine gives residents 26 so-called free bag tags for garbage with each additional bag tag costing two dollars.
O’Rourke says he wants to go to a 100 per cent user pay system.
He says it’s exactly what is being done for hydro and for water — you pay for what you use.
O’Rourke says bag tag fees would rise to $2.50 in 2013 and as high as $3.50 by 2018.
The idea is for the service to pay for itself and to build a reserve at the same time.
He also wants to see the Ward 3 landfill site mothballed with all garbage and services located at the Waste Management Centre near Armow.
O’Rourke says it would save money as far as administering only the one site.
Mayor Larry Kraemer likes the report but cautions on making the service totally user pay.
He fears some people will find it an inconvenience which could result in off-line landfills being created.
The report is just that — a report.
Staff will be back before council on September 21st with their recommendations based on the waste management report.
