The Elementary Teachers Federation of Ontario says the teachers will take a strike vote unless there is progress at the table by February 13th.
Union president David Clegg says that could leave public elementary teachers in a strike position by the end of March.
There are 73-thousand elementary teachers provincewide.
Clegg tells Bayshore Broadcasting news that Bluewater school board officials have not come to the table willing to negotiate on key issues in the dispute.
Queens park offered 3% in each year of a 4 year deal if the teachers accepted it by the end of November, but no deal was struck.
The teacher Federation president claims wages are not holding up a deal.
Clegg says he proposed the province take some of the money slated for wages and use that to help reduce a funding gap between Elementary and secondary students.
He claims the Ontario Public School boards association rejected the idea and wanted concessions from the teachers, including a doubling of supervision time for students.
